Any enterprise that meets the following requirements can qualify for preferential policies that support the hiring of top, talented personnel: 1. registered in the zone as an independent legal entity and paying taxes in the zone; 2. working in nonferrous metal or rare metals, bio-pharmaceuticals, equipment manufacturing, aquatic sciences, energy conservation, environmental protection, aviation, electronic information, or other industries in line with the Kunming National Hi-Tech Industries Zone’s development. The term top, talented personnel refers to anyone with a PhD degree from a Chinese university or a master's degree or higher from an overseas university and is below the age of 55 and can fulfill one of the following: 1. member of the Chinese Academy of Science or Chinese Academy of Engineering; academic leader in key national discipline, key national lab, or engineering - technology research center; candidate for the Million Talent Project or the New Century Talent Project; qualifies for Party Central Committee Organization Dep’t Global Experts Hiring Program or Science and Technology Ministry Innovative Talent Promotion Plan; expert or academic leader under the Education Ministry’s Chang Jiang Scholar Program or other ministry program; can handle scientific or technical problems of the Kunming National Hi-Tech Industries Zone’s developmental problems; 2. patented technology in nonferrous metals or rare metal materials, bio-pharmaceuticals, power equipment manufacturing, aquatic sciences, energy conservation, environmental protection, general aviation, electronic information, or other fields badly needed in the zone; 3. experience with a renowned enterprise, university, research institute, or other organization in research and management; experience in top technical management; any outstanding achievement that can accelerate industrial or technological development.
Talent advantage
Over the years, the provincial government has vigorously implemented the talents-reinforcing-province strategy and accelerated talent squad construction, focusing on carrying out a series of talent cultivation measures, such as the Four-First Project, New Century Millions Talents Project, West Light Talents Cultivation Plan, Double Five Hundred Project, and Excellent Young Science and Technology Talent Cultivation Plan. The quantity of talent is continuously expanding. There are no less than 1.98 million talented professional over the whole province, including 165,000 Party and government personnel, 180,000 enterprise management personnel, 784,200 professional technology personnel, 545,100 skilled personnel (including 130,000 high-tech talents), 301,900 rural practical talents, and more than 1,200 talents with doctoral degrees. Why Guizhou
Guizhou is located in the eastern Yunnan-Guizhou Plateau of Southwest China. It is contiguous to Hunan, Chongqing, Sichuan, Yunnan and Guangxi from the east, north, west and south, respectively. It covers an area of 176,200 square kilometers, with six cities and three minority autonomous prefectures (88 counties). lt has a population of nearly 40 million. Guizhou is one of the resource-richest provinces in the country. Adhering to the Western Development Campaign and economic globalization, the provincial Party committee and provincial government have proposed the focal theme of speeding up development, accelerating economic structure transformation and promoting leap-forward development. Transportation Several traffic circles will be realized to connect Guizhou to other cities. A two-hour traffic circle will connect it to Chengdu, Chongqing, Kunming and Changsha. A four-hour traffic circle will connect it to Wuhan, Guangzhou and Xi'an. A six-hour traffic circle will connect it to Shanghai, Nanning and Zhengzhou. An eight-hour traffic circle will connect it to Beijing and Lanzhou. By 2015, Guizhou’s traffic network will expand to the south, east, west and north. Guizhou is an important channel to the sea and a land transportation hub in Southwest China. 2023 kilometers in expressway construction and 2066 kilometers for railway construction made the total mileage is up to 14 thousand kilometers. It has five railway lines, connecting Sichuan-Guizhou, Hunan-Guizhou, Guiyang-Kunming, Guizhou-Guangxi, and Nanning-Kunming. There are regional airports in Guiyang, Tongren, Xingyi, Anshun, Liping and Libo. The three branch-line airports in Zunyi, Bijie and Liupanshui are stepping up construction. Resource advantages Rich energy and mineral resources The bauxite reserves in Guizhou amount to 5.9 million tons, ranking fourth in the whole country. Phosphorus ore reserves in Guizhou amount to 3.29 billion tons, ranking third in the whole country. The manganese ore reserves in Guizhou amount to 9.8 million tons, ranking third in the whole country. The antimony ore reserves in Guizhou amount to 273,300 tons, ranking fourth in the whole country. The gold ore reserves in Guizhou amount to 213.31 tons, ranking fifth. The barite reserves in Guizhou amount to 12.6 million tons, ranking first. The reserves of thin native ores in Guizhou amount to 1.5 million tons, ranking second. Its potential hydropower reserves amount to 16.83 million kilowatts. Its coal reserves amount to 47.4 billion tons. It is known as the coal city in the south region of the Yangtze River. The unit cost of hydropower and thermal power in China has led Guizhou to become an important base for the national West-East electricity transmission project. A total of 127 kinds of minerals have been found in the province, including 28 kinds with great reserves ranking in the national top five. It is worthy mentioning that those minerals have an very prominent superiority in the resources, such as aluminum, phosphorus, manganese, antimony, gold, barite and so on. Biological resources It is a major source region of animal and plant resources and one of China’s four major regions for the production of traditional Chinese herbs. Guizhou is home to 6,000 species of wild plants, more than 500 species of which are edible; about 600 of which can be used in industry; 240 of which can be applied to afforestation, beautification and anti-pollution; and about 3,924 of which can be classified as medical plants. In a word, this province has excellent agriculture for the development of organic foods and biological drugs. Technical advantages of aviation, aerospace and electronics industries Guizhou is an important industrial base of the aviation, aerospace and electronics industry in China. The machinery manufacturing industry in Guizhou is strong. It also has tremendous developmental potential in optical instruments, precise machine tools and so on. As such industry enterprises meeting the requirements as aviation and aerospace, electronic information, equipment manufacturing, biological medicine, new energy, its fixed assets can be accelerated depreciation. Standardized and highly-efficient service environment All organizations involved in services concerning foreign affairs conduct their work publicly in time-limited service. There are government bodies devoted to investors. These institutions are the Guizhou Provincial Investment Promotion Bureau, Guizhou Provincial Service Center for External Investment and the Guizhou Provincial Complaint Center for External Investment. There are one-building institutions in nine prefectures, cities and national-level or provincial-level development zones where investors can enjoy highly-efficient and convenient services. The investment environment of the province should be monitored and publicized in due time. Tourist resources integrating natural scenery with minority culture Guizhou has two UNESCO World Heritage Sites, 18 major national scenic spots, nine national nature protection areas, eight national geological parks, 39 State-level major cultural relic preservation sites, and two national historical and cultural cities. There are more than 1,000 scenic spots with development value. Guizhou does not get unbearably hot in the summer or extremely cold in winter. It is a popular summer resort in China. Many places of interest are well-known at home and abroad, such as Huangguoshu Waterfall, Zhijin Cave, Libo Small Seven Holes and Chishui Danxia.
