Take Economic Development as Central Task
Taking economic development as central task is the center of the Chinese Communist Party’s basic policy in the primary stage of socialism. In order to develop the economy and correct the leftist ideology, the Party Central Committee convened the 3rd plenary session of the 11th Central Committee of the Party in December 1978, where the decision was made to shift the party’s focus onto economic development. This was the prelude to the reform and opening-up of China. Senior CPC official calls on members to follow 'basic norms'

The article called on all CPC members to take economic construction as the central task, put the needs of the people first, and promote the "Four Comprehensives" strategy. A communique, released after the session, called on all members to "closely unite around the CPC Central Committee with Comrade Xi Jinping as the core." The call reflects the common will of the CPC as well as the common wish of the Party, the military and the people of all ethnic groups, it said, adding that everyone should protect and uphold the authority of the CPC Central Committee and its central, unified leadership. To successfully implement the norms, CPC members must follow the Party's code of conduct and address behavior that goes against the Party line, it said.
