JD Group announced to launch overall strategic cooperation based on smart logistics system, unmanned aerial vehicle air logistics system, country e-commerce, cross-border e-commerce, Internet finance, and traditional logistics system upgrading with Shaanxi Provincial Government. Among which, the most attractive one is that both parties will create the world’s first low-altitude air logistics network with a radius of 300 km. This network will cover all areas of Shaanxi, and deliver package to the clients as soon as possible by middle-large size unmanned aerial vehicles with a load capacity of several tons and a flight radius of more than 300km.Solve the “last mile” delivery problem in remote areaIt is reported that unmanned aerial vehicle transport network aims to improve the delivery speed in areas of low logistics level. For example, when delivering package in rural area by in traditional manual distribution method, the cost of every order is many times higher than that in city area, and this has restricted the development of county e-commerce. Unmanned aerial vehicles can help to solve the “last mile” delivery problem in rural area. Furthermore, products with high timeliness demand such as fresh foods will have the preference to use unmanned aerial vehicle in delivery, which will help to fulfill the delivery more efficient.At present, the coverage area with a radius of 300 km is the starting mileage of the main lines and branch lines of JD unmanned aerial vehicle transportation range. It will have unmanned aerial vehicle with bigger air-range. Developing low-altitude air logistics network in Shaanxi Province cannot be separated from the strong support of Shaanxi Provincial Party Committee and Shaanxi Provincial Government, and the regional advantages, as well as the major aerospace province status of Shaanxi Province. Shaanxi Transfers 217 Provincial-level Administrative Powers to Pilot Free Trade Zones for the First Time

From:The Government Website of Shaanxi Province2017-02-27 From now on, Pilot Free Trade Zones can directly transact establishment and alteration of foreign-invested enterprises, enterprise examination and approval registration, ordinary passport issuance, and other procedures. On February 20, the reporter learned from the Standing Committee of the People’s Congress of Shaanxi Province that, Shaanxi will transfer 217 provincial level administrative powers to Shaanxi Pilot Free Trade Zones. This is the first time for Shaanxi to delegate provincial level official powers to Shaanxi Pilot Free Trade Zones.Among which, 214 items were administrative powers that provincial departments, in accordance with the need of Pilot Free Trade Zones and working practice of departments, initiatively put forward to delegate or transfer to Pilot Free Trade Zones; the other three items were that the provincial government had delegated or transferred to relevant departments of municipal level governments.According to the open data provided by Office of Government Set-up Committee of Shaanxi Province, now, Shaanxi provincial department has a total of 363 administrative licensing items. Thus, Pilot Free Trade Zones share nearly sixty percent of provincial-level department administrative powers. The reporter found that, those 217 provincial-level administrative powers to be transferred involve 48 departments. Among which, Agriculture Department of Shaanxi Province is a “rich department to delegate powers” who has delegated or transferred the most powers which reaches to 20 items, holding nearly one-tenth.In addition, Public Security Department of Shaanxi Province transfers17 powers; Shaanxi Food and Drug Administration and Shaanxi Bureau of Quality and Technical Supervision respectively transfer 14 powers; Forestry Department of Shaanxi Province, Shaanxi Health and Family Planning Commission, and Housing and Urban-Rural Development Department of Shaanxi Province respectively transfer 12 powers. And the number of powers to be transferred of other provincial-level departments is all within 10 items.The reporter noted that, powers including construction project site prequalification; national and provincial trunk road, port, and channel construction project construction permits, etc. have been handed over to Pilot Free Trade Zones in transferring or delegating form, therefore, the speed of infrastructure construction in all zones will be accelerated. Meanwhile, the transfer of powers such as the issuance of entry and exit permits, permits for foreigners working in Shaanxi, permits for foreign experts working in China, etc. will promote to create a loose and comfortable space for the construction of Pilot Free Trade Zones and attract more and more excellent talents to participate in the construction of Pilot Free Trade Zones.It is learned that, with the thoroughly advancement of the construction of Pilot Free Trade Zones, next, Shaanxi will transfer more provincial-level administrative powers to Xi’an, Xi’an-Xianyang New District, Yangling Demonstration Zone, and other zones.

Shaanxi’s Foreign Investment in the “Belt and Road” Countries Accounts for Forty Percent of the Shaanxi’s Total Foreign Investment

Shaanxi enterprises had invested US$ 5.48 million in the “Belt and Road” countries, holding 42% of the total investment of Shaanxi Province, which were mainly invested in Kyrgyzstan and Singapore.It is learned that, Shaanxi’s foreign investment projects have covered energy resources development, precise instrument, commerce & trade service, and other fields, with US$ 7.8 million of foreign capital invested in manufacturing, holding 59.8% of the total investment of Shaanxi Province. Shaanxi’s foreign investment projects are mainly distributed in North America and Asia, respectively holding 55.9% and 42% of the total investment; among which, the U.S. and Kyrgyzstan respectively hold US$ 7.29 million and US$ 5.41 million.In January, Shaanxi had accomplished turnover of foreign contracted projects of US$ 124 million, with year-on-year growth of 62.4%; the value of newly signed contract of US$ 12.79 million. Among which, Shaanxi enterprises had accomplished turnover of US$ 62.75 million in the “Belt and Road” countries, holding 50.6% of the total amount in the same period; the projects were mainly distributed in nine countries such as Pakistan, Malaysia, Laos, etc.From the regional distribution perspective, Shaanxi takes Asia and Africa as the principal market of foreign contracted projects, which respectively accomplished turnover of US$ 64.50 million and US$ 47.80 million, holding 51.98% and 38.5% of the total amount of Shaanxi respectively. From the industry distribution perspective, Shaanxi’s foreign contracted projects are mainly concentrated upon three fields, namely, transport construction, general construction project and power engineering construction, which respectively accomplished turnover of US$ 73.31 million, US$ 26.56 million and US$ 14.95 million, holding 59.1%, 21.4% and 12.1% respectively.
