China Disabled Persons' Federation
China Disabled Persons' Federation is a national organization made up of representatives of various types of disabled people and people working for the disabled persons. The federation was founded on March 11, 1988. The jobs of the federation are to represent the common interests of the disabled persons; safeguard their legal rights and interests; unite and educate them; and serve them generally. The Federation also conducts work assigned by the government in relation to the disabled persons, and mobilizes the society to contribute to helping the disabled persons.

China Disabled Persons' Federation

Established in March 1988, the China Disabled Persons’ Federation is a national umbrella organization for persons with diverse disabilities. The CDPF's mission is to promote the full participation of persons with disabilities in society equally with others, ensure that persons with disabilities share in the material and cultural achievements of society, and foster humanitarianism across society as a whole. Headquartered in Beijing, the CDPF has about 120 thousand full-time employees nationwide. The CDPF performs three key functions: represent the common interests and safeguard the rights of persons with disabilities; provide comprehensive services to persons with disabilities; and, as commissioned by the central government, supervise the administration of disability-related affairs. The CDPF is the Secretariat of the State Council Working Committee on Disability. The CDPF enjoys special consultative status with the United Nations Economic and Social Council, and represents China in organizations such as the Working Group on the Asian and Pacific Decade of Persons with Disabilities, 2013-2022, convened by the Economic and Social Commission for Asia and the Pacific. Deng Pufang is Honorary Chairperson of the CDPF, and Zhang Haidi is its Chairperson.

CDPF announces theme of national day for helping the disabled

The China Disabled Persons Federation announced the theme of this year’s national day for helping the disabled at a press conference on April 29. The theme for the event on May 15 is caring for orphans and children with disabilities, according to a notice jointly issued by ten government organs, including the State Council’s work committee for the disabled, the Ministry of Education and the Ministry of Civil Affairs. China has made great strides in poverty alleviation, and basic management for those with disabilities over the years, said Guo Liqun, a spokesman for the China Disabled Persons' Federation. However, problems persist in basic medical insurance, pension service, education and employment. In particular, orphans and children with disabilities need special care for their physical and psychological challenges. Currently, China’s social welfare institutions are receiving an increasing number of orphans and abandoned babies, and those with disability or illness need to stay at those institutions for a long time. Those children can’t take care of themselves and fall behind their peers in physical, mental, psychological and personality development. They face bigger problems in education, employment and marriage, and thus need more assistance from the public. Guo pointed out that the national day for helping the disabled has received increasing attention from the public and has even been prolonged to a week or a month in some regions. Many supporting activities have been staged during the event and favorable policies for the disabled have been launched. Guo believed that this year’s event will produce more effective results and benefit the disabled in various ways. Zhu Bing, of CDPF’s rights protection department, and Feng Li of the rehabilitation department, delivered work reports at the press conference. The Law on the Protection of the Disabled names the third Sunday in May as the national day for helping the disabled. The law was passed on Dec 28, 1990 and went in effect on May 15, 1991.

2016 China International Welfare Expo opens in Beijing

The 2016 China International Welfare Expo and China International Rehabilitation Expo opened at the Beijing International Exhibition Center on October 17. There are more than 300 enterprises from over 20 countries at the exhibition, including world-famous producers of wheelchairs and rehabilitation facilities for hearing and visual disabilities. The expo occupies 16,000 square meters. Professional staff from these enterprises are on hand to provide free evaluation services for enquirers. Jia Yong, vice chairman of the China Disabled Persons’ Federation, attended the event. He learned about new development trends and new technologies in the global assistant devices market, and encouraged the companies to take the opportunity to bring better products to the market. The expo has been held ten times since 2007. It has become one of the top three industry expos around the world.
