13th Five-Year Plan
The 13th Five-Year Plan (2016-2020), short for the 13th Five-Year Plan Outline for the National Economic and Social Development of People’s Republic of China, mainly clarifies the national development strategies, identifies the government’s priorities and guides the activities of market players. As the grand blueprint for China’s economic and social development from 2016 to 2020, it serves as the common action plan for all ethnic groups and constitutes a significant basis for the government to restructure the economy, regulate the market, govern society and provide public services.

12th Five-Year Plan achievements a milestone for centenary goal

BEIJING — The Communist Party of China (CPC) will convene the fifth plenary session of its 18th Central Committee to outline the 13th Five-Year Plan (2016-2020) for national development on Oct 26, with extraordinary achievements in the 12th plan period (2011-2015). During the past five years, China has made major progress in various sectors despite complicated international environment. The economy has kept growing steadily, the society remains harmonious and stable, and various reforms have been carried out to offer impetus for China’s sustainable development. Under the leadership of the CPC, Chinese people have laid a firm foundation to accomplish the first Centenary Goal of comprehensively building a moderately prosperous society by 2020. The first Centenary Goal, marking the 100th anniversary of the CPC’s founding in 1921, is to double the 2010 GDP and double the 2010 income of both urban and rural residents by 2020, completing the building of a moderately prosperous society. The second Centenary Goal, commemorating the 100th anniversary of founding of the People’s Republic of China in 1949, is to build a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious by the middle of this century — the great renewal of the Chinese nation.

China power audit: The hard and the soft

Outreach efforts Treading this line is never easy under the watchful eyes of Beijing's propaganda bosses, but the latter are learning to loosen the reins enough to allow a slick product that subtly supports China's outreach efforts. One such experiment in October produced the YouTube video Song of Shisanwu to promote the Communist Party's 13th Five Year Plan. But the soft power successes of the year pale into insignificance alongside China's tremendous year in hard power. According to Joseph Nye, hard power is "the ability to use the carrots and sticks of economic and military might to make others follow your will". China's authoritarian system is well designed to do this. Its diplomats have been refining carrots and sticks for many centuries. Their most marked triumph in 2015 was the launch of the Chinese-led Asian Infrastructure Investment Bank (AIIB).

Cultural Consumption Boom

In addition, in October 2015, the CPC Central Committee approved a proposal formulating the 13th Five-Year Plan (2016-20), China's development blueprint for the next five years, which includes the task of "expanding and guiding cultural consumption." "It can be said that cultural consumption has never received as much attention as it has today," said Qi Yongfeng, a researcher at the Culture Development Institute, Communication University of China. He said that the industry has become an important force behind the current endeavor to push industrial upgrade and economic transformation. In 2015, the Ministry of Culture and the Ministry of Finance jointly launched pilot programs to spur the industry. Beijing, Hubei Province's capital Wuhan, Anhui Province's capital Hefei and Guizhou Province's Zunyi have been chosen to be pilot zones. Beijing's Haidian District, for example, plans to foster online to offline big data platforms, namely through the website Whtianxia.com, which gathers information about retailers in the district. When users log onto the website, they can get information about movies, shows, books, videos, toys, jewelry and other related products. The customers are then able to get a credit card, jointly issued by the website and Bank of China, with which they can then get deep discount and other bonuses for their purchases. "The Haidian District has a series of unique policy packages to boost spending on culture," said Chen Mingjie, an official in charge of the district's publicity department.
