The School of Mathematical Sciences is one of Shanxi University's colleges with the longest history. The college has a Doctorate program in Fundamental Mathematics, which is a provincial-level key program in the Shanxi province. It has two first-level discipline programs in Mathematics and Statistics, and one second-level discipline program in Pattern Recognition and Intelligent Systems. Moreover, it has three post-graduate programs in Control Engineering, Applied Statistics, and Mathematical Teaching. There are also four undergraduate programs in Mathematics and Applied Mathematics, Information and Computing Sciences, Statistics, and Software Engineering (Service Outsourcing). Of which, Mathematics and Applied Mathematics is a brand program of the Shanxi province. The college has 96 faculty members. Of which, there are 13 professors, 25 associate professors, and 33 lecturers. Among them, there are also nine doctoral advisers and 43 graduate student advisers. Fifty-seven of the teachers have Doctoral degrees. The college has two distinguished teachers of mathematics of Shanxi province. Seven teachers have been included in the "131 Leading Talent Project" of Shanxi's higher institutions. Four teachers have been recognized as young academic pacesetters in the higher institutions of Shanxi province, and six have been recognized as distinguished professors on Shanxi's "Hundred Talented People Project". In recent years, the college has been focusing on team development within its disciplines, and has been endeavouring to advance its teaching and research work. The Department of Mathematics and the Department of Statistics are established under the college. There are also seven research institutes under the college, including the Institute of Nonlinear Functional Analysis, the Institute of Distributed Parameter System Control Theory, the Institute of Algebra and Geometry, the Institute of Graph Theory and Theoretical Computer Science, the Institute of Ordinary Differential Equations and Dynamical Systems, the Institute of Intelligent Computing and Control, and the Institute of Applied Statistics. All of these institutes have made tremendous achievements in teaching and research. In the past three years, one teacher has won a provincial-level first prize in teaching achievements; two teachers have won the second prize; and another two teachers have won the Baosteel Excellent Teacher Award. The school has hosted 17 National Natural Science Foundation research projects, and 13 ministry-level and provincial-level projects. The teachers of the college have published more than 300 academic papers, and over 130 of them have been included in the Science Citation Index (SCI). They have also published more than 10 high-level papers in globally prestigious academic journals, such as the Annales de l’Institut Henri Poincare(C) Non-Linear Analysis, Journal of Algebra, Journal of Differential Equations, Journal of Functional Analysis, and in the SIAM on Control and Optimization. The teachers have won one second-place prize of the Shanxi Science and Technology Award (Natural Science) and three third-place prizes. They have also published 4 monographs and textbooks. The college now has 16 doctoral candidates, 189 graduate students, and 774 undergraduate students. In the past three years, 50% of the students have been admitted to the graduate programs. Some of the graduates of our college have become the winners of the National Science Fund for Distinguished Young Scholars; some have been rated as the "Top 100 National Excellent Doctoral Dissertations" with their dissertations; some have become senior research talented people of the State Council, Chinese Academy of Sciences, Tsinghua University, City University of Hong Kong, as well as other well-known universities and research institutes, both at home and abroad; some have become the development personnel of the large companies, such as Fenjiu Group and Tai'an Group; and some have become the technical backbones in the governments, educational institutions, industrial and commercial departments, taxation departments, transportation departments, post and telecommunication departments, and other fields. In the past three years, the college has carried out all-round cooperation and exchanges with domestic and foreign higher institutions and research institutes, which involves inviting foreign experts to teach at the college and to implement joint research projects, sending teachers to reputed foreign universities to further their studies, and encouraging the teachers to attend high-level academic conferences. The college now have four laboratories, covering mathematical modelling, software engineering, computer control technology, and network control technology, and these laboratories serve the teaching and research of the undergraduate students and graduate students. In 2011, with the financial support of the Central Government, the conditions of the laboratories have been thoroughly improved.

It has ten newly-added majors, including finance, architecture, electricity and intelligence, digital media art; seven cancelled majors including, geography, material physics, library science, product design.
Policies on introducing talents
An earmarked research fund and startup capital ranging from one million to five million RMB will be given to high-level entrepreneurial talents, including, academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering; winners of National Highest Scientific Award; first prize winners of National Natural Science Award, National Technology Invention Award and National Scientific and Technological Progress Award; Changjiang Scholars; talents under National Thousand Talents Program and National Ten Thousand Program ; young and middle-aged experts with outstanding contributions; national excellent professional and technical talents; winners of National Science Fund for Distinguished Young Scholars. Each approved provincial talent team is entitled to 50,000 to 1,000,000 RMB fund. For candidates of academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, 1.2 million RMB fund will be allotted by the provincial authority. If pioneering entrepreneurs setting up scientific and technological start-ups, intangible asset owned by them, for instance, intellectual property, can be concerted at a ratio of 50%-70%. For teams and individuals that have access to stock ownership incentives, their individual income tax generating from stock option, holding of shares and obtaining equity can be advanced by relevant authorities on behalf of them. Policies on introducing high-level urgently needed talents in short supply. The requirement of state-budgeted posts, positions and qualifications do not apply to talents introduced from other provinces in the fields of science, education, health and key sectors. For talents with prominent ability in researching, patents and skills, they can be introduced as special talents after going through interviews, probation period and evaluation. In terms of high-level talents working for private sector in other provinces or nations, they can be directly introduced to work for state-owned enterprises. Private economic organizations are entitled to the same preferential policies in terms of incentives, subsidies, allowances and individual income tax when introducing high-level talents. The system of "Green Card for Talent Service” is carried out. Green card will be granted to high-level innovative and entrepreneurial talents as well as talents in urgent need and in short supply. Holders will have access to preferential policies and services in getting registered permanent residence, housing, obtaining financial support, employment of family members, sending their children to schools, insurance, healthcare, getting higher professional titles and leaving or entering the country. Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering who have served in Guizhou Province for some years are qualified to obtain one million RMB housing subsidy. 600,000 RMB housing subsidy will be allocated to talents under National Thousand Talents Program and National Ten Thousand Program, Changjiang Scholars, young and middle-aged experts with outstanding contributions, national excellent professional and technical talents, winners of National Science Fund for Distinguished Young Scholars, leaders of state-level key disciplines and specialties and key laboratories. Talents with PhD degrees are entitled to get 150,000 RMB housing subsidy. Incentive policy for talents. Party Committees and governments above county level will grant honors, for instance, Excellent Talent Contribution Award, Excellent Entrepreneur Award and Highly-skilled Achievement Award for Talents. Evaluations will be conducted from time to time to encourage and reward talents. For talents honored by National Scientific and Technological Progress Award, a reward that is same as that of the State will be granted by provincial authority. 100,000 RMB reward will be given to talents elected as academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering; talents under National Ten Thousand Program; Changjiang Scholar Program; national excellent professional and technical talents and winners of National Science Fund for Distinguished Young Scholars. For persons with outstanding talents, Qianling Technology Award and one million RMB will be granted by Provincial Party Committee and Provincial Government. "Talent Scout Award” will be set up and granted to organizations and individuals that have contributed a lot to train, introduce and make good use of talents. Meanwhile, Provincial Party Committee and Provincial Government will also reward the organizations and individuals. Incentives and preferential taxation policies are also available for entrepreneurial talents who are familiar with capital operation, industrial background and well-versed in modern management.
